Introduction (I): First explain meaning of child rights (use standard definition or one by ILO or UNICEF).

Body (B): 1) What is NCOCR and its mandate and highlight its positive role in protecting children so far.

2) Discuss concerns (biased role with allegation of toeing political line; Not performing duty effectively i.e., after the SC asked it to audit child care institutions , it was slow and later on asked 8 states to de-institutionalize children from Child care institutions; lack od capacity, funding, power etc..)

Conclusion (C): Suggest measures to ensure its autonomy and how it can function effectively.
