    Transparency is a cornerstone of democracy. Discuss the transparency regime of India. Do you think culture of secrecy still exists in India?

    Hint: Transparency as the cornerstone of democracy and good governance is focus of any democratic country. Here, you have to discuss transparency regime of India (laws, Constitutional provisions, role of civil society etc) and then argue for and against if culture of secrecy exists in India.

    Introduction (I): Introduce with the significance of transparency in a democracy or 2nd ARC statement on democracy etc.

    Body (B): 1) Now discuss various aspects of transparency regime and give facts and examples (when you talk of civil society talk of something like MKSS)

    2) Argue for and against the presence of culture of secrecy in India.

    Conclusion (C): Based on your arguments take position about if culture of secrecy reign supreme in India or it is otherwise.
