    Instead of remaining a ‘dead letter’, Article 356 has proved to be the ‘death letter’ of scores of State Governments and Legislative Assemblies. Discuss how Article 356 has been misused and abused in the last 75 years.

    Hint: The question is straightforward asking about the idea of Art 356 and how it has been abused ver the years. Use examples, court judgement etc.

    Introduction (I): Talk of Art 356 providing for the President rule (and what it means). You can mention Ambedkar view it being a dead letter, but experience shows it otherwise.

    Body (B): 1) Discuss in detail how it has been abused and misused. Give examples and court pronouncements.

    2) Talk how it impacts state, legislature and overall politics and federation.

    Conclusion (C): End with suggestions of Punchhi commission, 2nd ARC etc.
