Introduction (I): Introduce with the office of speaker and role it plays in the Constitutional framework.

Body (B): 1) Throw light on the issues arising due to speakers increasingly not playing neutral role (use examples, cases). Discuss with special emphasis on speaker’s role in deciding on money bill (controversy about the Aadhar bill passed as the money bill).

2) Discuss issues with the Re-promulgation as it subverts legislative process (Refer SC opinion).

Conclusion (C): Suggest measures to make speaker’s role neutral and give international examples like that of the UK>
