GST

  • The GST compensation shortfall for 2021-22 is estimated to be Rs 2.69 lakh crore. Of this, the Central government estimates to collect Rs 1.11 lakh crore from the cess leviable on sin and luxury goods. The balance Rs 1.58 lakh crore will need to be borrowed to meet the promised compensation to states under the GST regime

Society

  • Lokniti-CSDS Youth Studies in 2016 and 2007 show the proportion of married youth decreased by eight percentage points from 55% In 2007 to 47% in 2016.
  • the data highlight that a much higher share of young men were unmarried (61%) compared to women (41%) .
  • arranged marriages are still a preferred choice: 84% of the married youth in 2016 said their marriage was decided by families and only 6% reported self-choice
  • Only 12% said they would opt for self-choice marriage.
  • The study also showed that 31% of the youth said their parents will have or had a lot of influence on their marriage decision. This influence was greater for women (35%) than men (28%).
  • There is some change in attitudes — if not in practice — when it comes to decision-making for women in marriage: 72 % support women’s say in when to get married and 74 % in whom to marry.
  • Among the married youth, very few had opted for inter-caste (4%) or marriage outside their religion (3%). These were more prominent among love marriages (inter-caste 34%; inter-religious 12 %).

Rise in smoking

  • Globally, the number of smokers increased to 1.1 billion in 2019, with tobacco smoking causing 7.7 million deaths — including 1 in 5 deaths in males worldwide. Among new smokers, 89% become addicted by age 25.
  • India had the second highest number of tobacco smokers aged 15-24 in 2019 (nearly 2 crore), and witnessed the highest increase of male smokers in this age group since 1990.
  • The 10 countries with the largest number of tobacco smokers in 2019, together comprising nearly two-thirds of the global tobacco smoking population, are China, India, Indonesia, the USA, Russia, Bangladesh, Japan, Turkey, Vietnam, and the Philippines.
  • Previous studies have shown that smokers have an average life expectancy ten years lower than never-smokers.
  • Approximately 87% of deaths attributable to smoking occurred among current smokers.

Agriculture:

Topic:

Important aspects of governance, transparency and accountability, egovernance-applications, models, successes, limitations and potential, citizens charters, transparency & accountability and institutional and other measures, Role of civil services in a democracy.

1. What is a citizen’s charter? Even after adoption of the CC there has not been much perceived changes in the governance. Bring out the challenges in its working and suggest measures for its success.

Hint: The question has three parts and more emphasis on 2nd and 3rd part.

Introduction (I): Define citizen charter and its envisaged role.

Body (B): 1) A thematic representation of important component of the CC will be a value-add and save words as well.

2) Now discuss challenges it faces even after its adoption (Refer 2nd ARC).

3) Again for measures the 2nd ARC will be a good source (mention Sevottam Model)

Conclusion (C): The CC is an effective tools for high standards of public service delivery and pro-active approach to accountability and thus measures for its implementation in spirit through stakeholder consultation is needed.

2. Public accountability is key to the good governance. In this context discuss challenges of public accountability in government schemes and propose an effective system of checks and balances.

Hint: The theme is how in a true democracy it is the public accountability which is of paramount importance to the good governance. Thus, how public accountability in govt. schemes though checks and balances can lead to true good for the citizens and a govt. accountable to them.

Introduction (I): Define accountability and what is meant by the public accountability.

Body (B): 1) Elaborate on the benefit of public accountability and how it leads to good governance. (people’s power, beneficiary best placed to monitor and hold govt accountable, better feedback to govt improving governance etc. Give examples like Jan Sunwai by MKSS)

2) Now discuss challenges of public accountability in govt schemes (centralisation, lack of awareness in public, no institutional platform etc.).

3) Propose an effective checks and balance system like social audit (as in MGNREGA), Gram Sabha appointing a person to keep a tab on each schemes and reporting to it etc.

Conclusion (C): Good governance at the end is based on the power to people and for that public accountability is a must.

3. What do you understand by e-governance? Bring out how technology can redefine e-governance by revolutionizing public service delivery in India.

Introduction (I): Directly start with definition of e-governance and what it means.

Body (B): 1) Briefly highlight role of e-governance.

2) Major focus of answer should be discussing about role of technology in redefining e-governance by revolutionising public service delivery in India. Ex- Manging Covid vaccination through CoWin platform, doorstep delivery, BAPU for delivery of ration through PDS etc.

Conclusion (C): Conclude how e-governance can bring a quantum jump in transparency in governance, reduce corruption and fix accountability of the public service delivery more effectively.
