The World Health Organization (WHO) provides data on the percentage of the total population where the household expenditure on health was greater than 10% and 25% of the total household expenditure or income in India in 2011. As far as health expenditure above 10% is concerned, 17.33% of the population in India made out-of-pocket payments on health. The percentage was higher in rural areas compared to urban areas. Globally, the average was 12.67%, which means that 12.67% of the population spent more than 10% of their income (out of their pocket) on health. In Southeast Asia, 16% spent more than 10% of their household income on health. The Western Pacific region came second in the list of regions that saw a rate higher than the global average. Similarly, 3.9% of the population in India made more than 25% of out-of-pocket payments on health, with 4.34% in the rural areas. The Economic Survey of India 2019-20 has outlined the fact that an increase in public spending from 1% to 2.5-3% of GDP, as envisaged in the National Health Policy of 2017, can decrease out-of-pocket expenditure from 65% to 30% of overall healthcare expenses

Hint: The role of ECI in ensuring free and fair election is a tough task and that’s why it has not only to be scrupulous but it should be seen so. But, this has not been case in recent times which has led to controversy around the ECI in recent times.
Introduction (I): Mention how the COI provides as the ECI as a constitutional body to ensure free and fair elections. Body (B): 1) Throw light on controversy surrounding the ECI (EVM, appointment process, MCC implementation etc.) and how it impacts the election process. 2) Discuss challenges it creates for the ECI’s functioning (Credibility, More effort, infrastructure etc.). 3) Suggest measures to strengthen its role (Various recommendations) Conclusion (C): The ECI is most important in ensuring the fairness of the election process. |
2. Recent controversies in CBI has impacted its credibility. What are the issues and challenges faced by the premier investigative agency? Do you think statutory status through legislation would bring credibility to the premier institution? [Reference: The Hindu]
Hint: CBI as the premier investigation agency has been facing heat due to its misuse and called as caged parrot. In this question focus on main issues due to which it is in controversy.
Introduction (I): Explain formation and role of CBI. Body (B): 1) Bring out various challenges and issues (Controlled by the Centre, Consent clause, Corruption, appointment process etc.). Quote SC’s opinion. 2) Now present for and against argument for statutory status addressing current issues. Conclusion (C): You can mention other suggestions or some commissions or Sc’s recommendation to ensure autonomy of the CBI. |

Hint: Questions is in two parts and more focus has to be on second part. As command is critically examine, the foreigner’s tribunal functioning in Assam has to be viewed critically.
