Public accountability is key to the good governance. In this context discuss challenges of public accountability in government schemes and propose an effective system of checks and balances.

Hint: The theme is how in a true democracy it is the public accountability which is of paramount importance to the good governance. Thus, how public accountability in govt. schemes though checks and balances can lead to true good for the citizens and a govt. accountable to them.
Introduction (I): Define accountability and what is meant by the public accountability. Body (B): 1) Elaborate on the benefit of public accountability and how it leads to good governance. (people’s power, beneficiary best placed to monitor and hold govt accountable, better feedback to govt improving governance etc. Give examples like Jan Sunwai by MKSS) 2) Now discuss challenges of public accountability in govt schemes (centralisation, lack of awareness in public, no institutional platform etc.). 3) Propose an effective checks and balance system like social audit (as in MGNREGA), Gram Sabha appointing a person to keep a tab on each schemes and reporting to it etc. Conclusion (C): Good governance at the end is based on the power to people and for that public accountability is a must. |
