- Bangladesh shares a very strong commerce bond. India’s Foreign Secretary recently said that Bangladesh is India’s largest trade partner in South Asia, and mentioned that the bilateral trade between the two countries grew at a rate of 14%, from $9.46 billion in 2019 to $10.78 billion in 2021, even during the COVID-19 pandemic. Indian government records state that in the Financial Year 2019-20, India’s exports to Bangladesh were $8.2 billion and imports were $1.26 billion.

Topic: Issues pertaining to federal structure
- Instead of remaining a ‘dead letter’, Article 356 has proved to be the ‘death letter’ of scores of State Governments and Legislative Assemblies. Discuss how Article 356 has been misused and abused in the last 75 years. [Reference: The Hindu]
Hint: The question is straightforward asking about the idea of Art 356 and how it has been abused ver the years. Use examples, court judgement etc.
Introduction (I): Talk of Art 356 providing for the President rule (and what it means). You can mention Ambedkar view it being a dead letter, but experience shows it otherwise. Body (B): 1) Discuss in detail how it has been abused and misused. Give examples and court pronouncements. 2) Talk how it impacts state, legislature and overall politics and federation. Conclusion (C): End with suggestions of Punchhi commission, 2nd ARC etc. |
- Implementation of Goods and Services Tax (GST) has led to a paradigm shift in the Centre-State relations, both financially and politically. Critically examine its impact on states fiscal capacity and inter-state inequality. [Reference: Business Line]
Hint: Here, you need to discuss how GST has impacted the centre-state relations financially and politically (Don’t get diverted by focussing on features of GST as major part).
Introduction (I): One line GST introduction and changes in Constitution it makes has huge impact on the centre-state relations. Body (B): 1) Either you can discuss impact in two parts separately or at one place i.e., Political and financial impact. In political impact: Positives like Cooperative federalism through platform like GST council and negatives like politicization of matter like compensation issues. Financial impact: Discuss both positive and negative. With GST states are suppose to have better share from earlier, but their power of taxation compromised. A major tax reform in place which can in future better financial relations. Conclusion (C): GST, though in initial stage has brought paradigm shift and going ahead it has to learn from early setbacks and serve as an effective platform. |

Hint: Many states raising demand of abolishing concurrent list, accusing Centre of encroaching on states power has led to a demand for review and you should present argument of both sides and then take a stand. Use recommendations wherever possible or court judgements.
Introduction (I): Mention how schedule 7 in the Constitution is an important part of federalism by division of subject between the federal units. If remember mention number of subjects in each (not necessary though). Body (B): 1) Present and argument for review of subjects in changed context. 2) Present other side of the argument. Conclusion (C): Take your stand on the question which should be based on argument presented. |
