Currency with Public
- The currency with public rose and hit an all-time high in the fortnight ended May 7, 2021.
- According to data released by RBI, in the fortnight ended May 7, 2021 the currency with public rose by Rs 35,464 crore to hit an all-time high of Rs 28.39 lakh crore.
- Over the last 14 months, since coronavirus started spreading in India since March 2020, currency with the public has grown by over Rs 5.3 lakh crore.

Topic: Parliament and State Legislatures—Structure, Functioning, Conduct of Business, Powers & Privileges and Issues Arising out of these.
1. The performance of parliament cannot be measured against the narrow standard of number of sitting and number bills passed, rather it has to measure against the quality of debates and discussions on the floor of the house. In this regard do you think Parliament has been reduced to second fiddle to the executive leadership? [Reference: The Hindu]
Hint: The question though long is yet very clear. It basically asks about the decline of Parliament and executive takeover of the Parliament, thereby violating doctrine of separation of power as well as making Check and balances ineffective.
Introduction (I): Envisaged role of Parliament and nature of relationship between the executive and Parliament as seen in Art 75. Body (B): 1) Detail discussion about the decline of the Parliament with focus on fall in quality of debate, deliberation as reflected in time given to legislation (Ex- recent passing of farm laws), question hour, zero hour etc. Also, highlight other aspects of decline with accompanied reasons like catch all politics, falling ethical standards etc. 2) Throw light on its impact on executive and legislature relations (focus more on how it has been reduced to a second fiddle), thereby questioning its ability to fix accountability of the executive. 3) Suggest some measures (own plus some commissions) Conclusion (C): Parliament is not only about making laws but also deliberation and thereby reflecting essence of a democratic society, and how it is essential for fixing executive accountability |

Hint: Question is basically asked about the mis-use of ordinances and how repromulgation is a fraud as it subverts the legislation process.
Introduction (I): Talks about ordinance power as found in the Constitution. Body (B): 1) Briefly mention why ordinance power is there in the first place i.e., its relevance.. 2) Discuss issues with the Re-promulgation as it subverts legislative process (Refer SC opinion). Conclusion (C): Ordinance was envisaged as an exception and it should be used that way only.. |
