Covid impact on Centre/State finances
- First Advance Estimates (FAE) for the GDP by the government for FY 2021 shows contraction in economy could be 8%.
- In the revised estimate of 2020-21, fiscal deficit exceeds the budget estimate of 2020-21 by Rs. 10.52 lakh crore.
- The revenue side of the Union budget shows a fall by Rs. 6.44 lakh crore in the 2020-21 Revised Estimates with respect to 2020-21 Budget Estimates.
- 61% of the rise in fiscal deficit (as against what was imagined at the time of presenting the Budget in February 2020) was due to a fall in revenue and 39% was due to a rise in expenditure.

1. The issue of child labour is still a major one in India, despite the presence of several laws, including the Child Labour (Prohibition and Regulation) Act, Examine. [Reference: DownToEarth, The Print]
Hint: Here you have to focus on command which is examined. Every important word of the statement need to be inspected, established through examples or facts. Here, focus is on issue of child labour which persist (establish it). Then, establish how in spite of many laws and the Constitutional provision it persists with focus on Child Labour Act. Finally give suggestions.
Introduction (I): What is meant by child labour and the COI position on it. Body (B): 1) Show through facts, examples how the child labour persists and impact it has on child and society. 2) Now establish how the legal framework with the Child Labour Act being the focus falls short. Conclusion (C): In the end suggest how these legal measures can be complemented by other stakeholders (society awareness), government ownership, Universal income so that parent send child for education etc. |
2. What do you understand by child rights? Assess the role of NCPCR in this context.
Hint: Key part of the question is the command i.e., assess. So, assess its function over the years with supporting facts and examples. Bring out positive role as well as concerns

Body (B): 1) What is NCOCR and its mandate and highlight its positive role in protecting children so far. 2) Discuss concerns (biased role with allegation of toeing political line; Not performing duty effectively i.e., after the SC asked it to audit child care institutions , it was slow and later on asked 8 states to de-institutionalize children from Child care institutions; lack od capacity, funding, power etc..) Conclusion (C): Suggest measures to ensure its autonomy and how it can function effectively. |
Hint: Focus of the question is role of Poshn Abhiyan in addressing child malnutrition and measures for nutritional strategy.
Introduction (I): Establish scale of child malnutrition in India in spite of schemes like NFSA, MDM, ICDSetc through facts from NFHS and elsewhere. Body (B): 1) First elaborate PoshanAbhiyan and its provisions. 2) Now discuss how it seeks to comprehensively addresss the malnutrition challenge through time-bound targeting of important parameters and multi-ministry convergence. 3) Suggest a comprehensive framework to complement PoshanAbhiyan: Other areas like sanitation , WASH strategy, awareness campaign, health support, family planning, educating women (associated with better outcome for child) etc. are needed. Conclusion (C): Child is the future of nation and investment in them is best form of investment. |
